Born in Litchfield, Conn., the subject was the son of Laura Collins and Oliver Wolcott (1726-97), who was a governor of Connecticut and a signer of the Declaration of Independence. He graduated from Yale in 1778, studied law, and began his practice in Hartford. In 1789 he was appointed auditor of the U.S. Treasury under Alexander Hamilton whom he succeeded as secretary in 1795. In 1817 he was elected governor of Connecticut, an office he held for ten years.
