Bernard Bloom (1926-1996) served as Brooklyn Surrogate Court Judge from 1977 until he reached the mandatory retirement age of 70 in 1996. (Surrogate Court Judges in the counties of New York City serve 14 year terms.) The Surrogate court handles probate and estate proceedings.
