With a view to encourage cooperation between the public and the police, the Police Commissioner, with the support of the police officers of New York City, organized the Home Defense League, a citizen police organization, starting in 1916. The League was organized solely for defense against invasion during World War I. Those who signed up were organized by companies in the ninety-odd police precincts of the city. Each of these companies elected its own officers and maintained drills, calisthenics, exercises, and police instruction under the supervision of the police captain of the precinct.
